Abstract

Financial markets are fundamental to economic growth and financial inclusion. However, Yemen faces structural, institutional, and political obstacles that hinder the establishment of an effective financial market. This study analyzes key barriers, including the absence of a comprehensive legal framework, weak regulatory oversight, inadequate digital infrastructure, and limited financial literacy, while reviewing successful experiences from other Arab countries.

The scientific contribution of this research lies in linking the absence of an organized financial market directly to limited financial inclusion, a perspective largely unexplored in previous studies. The study concludes with recommendations to enact modern legislation, establish an independent regulatory authority, enhance technological infrastructure, and promote financial literacy to pave the way for a sustainable and effective financial market in Yemen.
