The role of information technology in the quality of administrative performance (a case study of the electronic portal of the Ministry of Higher Education and Scientific Research in the Republic of Yemen)

Abstract

The study aimed to identify the role of information technology in the quality of administrative performance of the electronic portal of the Ministry of Higher Education and Scientific Research in the Republic of Yemen, through knowing the role of devices, equipment, human resources, communication networks, and the database in the quality of administrative performance. It also aimed to determine the extent to which there is a difference in the role of information technology. The quality of administrative performance is attributed to demographic factors (gender, specialization, educational level, experience). It also aimed to determine the availability of information technology dimensions and the level of quality of administrative performance in the electronic portal of the Ministry of Higher Education and Scientific Research in the Republic of Yemen.
The study population was represented by the employees of the Information Technology Center of the Ministry of Higher Education and Scientific Research and the admission and registration specialists in Yemeni public and private universities who deal with the electronic portal in a comprehensive inventory method, numbering (90) individuals.
To achieve the objectives of the study, the descriptive analytical approach was used, the questionnaire was used as a tool for the study, and the hypotheses were tested based on a set of methods using the statistical program (SPSS).
The study concluded with a set of results, the most important of which is the absence of a statistically significant correlation between devices and equipment ((as a sub-dimension of information technology)) with the quality of administrative performance, and the existence of a weak correlation between communication networks ((as a sub-dimension of information technology)) with the quality of administrative performance. The results also showed that there was a moderate correlation between human resources, software, and the database (as sub-dimensions of information technology) with the quality of administrative performance. These relationships were statistically significant. The results of the statistical analysis also confirmed that there were no statistically significant differences for information technology in its sub-dimensions due to demographic variables. Except in the human resources dimension, statistically significant differences appeared in the gender variable, in favor of males. The results of the statistical analysis also confirmed that there are no statistically significant differences in the quality of administrative performance in its sub-dimensions attributable to demographic variables, except in the gender variable, in part, where statistically significant differences appeared. In favor of males, the results of the descriptive analysis also showed a high level of technology availability in the electronic portal, and also showed a high level of quality of administrative performance in the electronic portal.
The study presented many recommendations, the most important of which are: continuous research and development in the field of information technology, including equipment, devices and software, as well as communication networks and updating the database of the electronic portal.
